PISA 2025 results: Azerbaijan's nationwide-scale participation results released

Azerbaijan participated in PISA 2025 on a nationwide scale for the first time, with 7,432 students from 241 schools. The Ministry reported large gains in mathematics, science and reading compared with the previous cycle, while noting that the 2018 and 2022 samples covered only Baku.

According to Azerbaijan's Ministry of Science and Education, around 760,000 students across 91 countries took part in PISA 2025. Azerbaijan was represented by 7,432 15-year-old students from 241 schools.

The Ministry reported gains of 63 points in mathematics, 60 in science and 40 in reading compared with the previous assessment cycle, saying Azerbaijan ranked second among countries showing the largest improvement across all three areas.

There is an important methodological caveat when interpreting that comparison: Azerbaijan's 2018 and 2022 PISA participation covered only Baku, while the 2025 cycle included urban and rural schools across the country on a nationwide scale for the first time.

The OECD country note for Azerbaijan also stresses that only Baku participated in 2018 and 2022. OECD says Azerbaijan's 2025 national averages were about the same as in 2009 for mathematics and reading, and higher than in 2009 for science.

PISA is an international assessment of how well 15-year-old students can apply knowledge and skills in mathematics, reading and science to real-life situations.
